Learning from the past
Prior to the 1970s, midtown neighborhoods were not stable or owner-occupied. Since changing the zoning in the '70s from multi-family to single-family, neighborhoods including Central Gardens, Evergreen, Cooper Young, VECA and Glenview have transitioned from absentee landlord neighborhoods to stable owner-occupied neighborhoods. This newspaper article marks the liberation for Midtown from what today's DPD wants to send us back to. Memphis 3.0 proposes undoing the fixes that got us to today's stability.
